Management Effectiveness is a measure of the extent to which a management activity achieves a predetermined goal where management effectiveness can be measured by comparing the plan that has been set with the actual results that have been achieved in which there is discipline, compensation and supervision in order to achieve organizational goals. Kinantan Zoo and Cultural Park Bukittinggi City is a tourist attraction which is one of the historical relics in Bukittinggi City because it was built during the Netherlands colonial era. The purpose of this study is to describe and analyze the effectiveness of the management of the Kinantan Zoo and Cultural Park Tourism Attraction in Bukittinggi City as well as to describe and analyze the inhibiting factors in the effectiveness of its management. This study uses a theory according to Admosoeprapto (2016:54) which uses 3 indicators, namely, discipline, compensation and supervision. The research method used in this study uses a type of qualitative method, a descriptive phenomenological approach and data collection techniques through primary and secondary data sources obtained through the process of observation or observation, interviews and documentation by the researcher and then analyzed. The results of the study show that the effectiveness of the management of the Kinantan Zoo and Cultural Park in Bukittinggi City is still ineffective because there are several problems in its management such as the level of discipline of employees during work operational times and officers, where there are still officers and employees who lack discipline in carrying out work that is not in accordance with work operational times, such as being late in giving food to animals and being late in reporting damage or repairing facilities that are inadequate due to planned budget costs. operations by staff are still less than optimal and the delay of staff in managing animals and facilities in Kinantan Zoo and Cultural Park.
