Perencanaan Komunikasi Dinas Lingkungan Hidup Dankebersihan Kabupaten Indragiri Hilir Dalam Megembangkan Program Gambas Cek Minah
Indragiri Hilir Regency has extensive peatland in Riau Province, covering 1.8 million hectares across 20 sub-districts, which presents a substantial risk for land fires. The Gambas Cek Minah Program has become a crucial solution to the problem of land fires and is expected to protect community lands from drought, thereby enhancing agricultural and plantation production while providing economic value to the community. The Department of Environmental Affairs and Sanitation (DLHK) of Indragiri Hilir Regency needs to implement a communication plan for the Gambas Cek Minah program to support its growth and ensure it provides sustainable benefits for the Indragiri Hilir community. Using Philip Lesly's Communication Planning Model, this research aims to identify the communication planning steps taken by the DLHK of Indragiri Hilir Regency in developing the Gambas Cek Minah program.
This study adopts a qualitative research method with a descriptive approach. The research subjects were selected using purposive sampling, involving six informants. Data were collected through interviews, observations, and documentation. The data analysis process included data reduction, data presentation, and conclusion drawing, with data validity verified using source triangulation.
The research findings indicate that the communication planning of the DLHK of Indragiri Hilir Regency, applying Philip Lesly’s communication planning model, involves steps such as analysis and research through participatory mapping of land conditions in areas targeted by the Gambas Cek Minah initiative, along with data collection through Focus Group Discussion (FGD). The formulation of the communication policy led to the establishment of a Technical Team for activity coordination and field implementation, which includes community members from peatland areas where the Gambas Cek Minah canal partitions were constructed. Program planning employed a survey method through various planning stages. Communication activities included the JAGA GAMBUT awareness campaign and the DLHK Inihil website. Feedback revealed economic improvements due to well-managed peatlands. Evaluation and monitoring were conducted with the involvement of local communities residing near the canal partition sites.
