Peningkatan Kapasitas Kelembagaan Rumah Sakit Jiwa Tampan Provinsi Riau

As the only referral center for mental health services in Riau Province and Riau Islands, Tampan Mental Hospital Riau Province requires qualified capacity in order to achieve its vision and mission so that it can provide quality mental health services. However, the phenomenon experienced by Tampan Mental Hospital Riau Province is that patients are treated beyond capacity so that it is necessary to increase institutional capacity to provide optimal service to patients. The purpose of this study was to analyze and describe institutional capacity building and inhibiting factors of institutional capacity building of Tampan Mental Hospital of Riau Province. This study uses the theory of capacity building level by Grindle which uses 3 indicators, namely individual level, organizational level, and system level. The application of the method used in this research is a descriptive qualitative research method. With data collection techniques, namely interviews, observation, and documentation. The result of this research is that the institutional capacity building of Tampan Mental Hospital of Riau Province has not run optimally and optimally. This is due to several factors that make the process of increasing institutional capacity, namely, the limited number of health workers which has an impact on long patient waiting times and services that are not effective and efficient; planning that has not been based on actual needs and a limited patient database.
