Agile governance Dalam Program Siak Hijau Di Kabupaten Siak

This study was motivated by the Siak Regency Government's demonstrated agility in significantly reducing burned land area, from 98.47 hectares in 2020 to 33 hectares in 2021, indicating the effectiveness of the Siak Hijau Program and its agile governance approach in addressing land fire issues. The study aims to analyze and explain agile governance in the Siak Hijau program and identify challenges faced by the government. Using qualitative research methods, the study found that through policies such as Regent Regulation No. 22 of 2018 and initiatives like the Agrarian Reform Task Force (GTRA) and distribution of Agrarian Reform Object (TORA) lands, Siak Regency promotes sustainability principles adaptable to environmental changes and community needs. Collaboration with NGOs, the private sector, and local communities is crucial to the success of this program. Despite providing flexibility, Agile governance faces challenges such as limited budget support in the Regional Budget (APBD), limited internalization of policies in OPD work plans, and resistance to change from some internal stakeholders. Effective communication and coordination among stakeholders are crucial focuses for overcoming these challenges to ensure program effectiveness and sustainability.
To enhance the implementation of Agile governance in the Siak Hijau Program, it is recommended to strengthen continuous monitoring and evaluation mechanisms by identifying clear key performance indicators (KPIs) for each initiative. It is also important to ensure effective feedback mechanisms from the community and other stakeholders so that changes or adaptations can be made promptly to maintain the relevance and positive impact of the program. Furthermore, to address challenges such as limited budget support and policy internalization within OPDs, stronger advocacy is needed regarding the long-term benefits of the Siak Hijau policy to local policymakers. More inclusive dialogue among government, NGOs, the private sector, and the community can also build broader and more sustainable support.
