The Family Hope Program (PKH), or Conditional Cash Transfer (CCT), a term used by the World Bank to refer to poverty alleviation programs, is a policy issued by the Ministry of Social Affairs of the Republic of Indonesia. The objectives of this study are: 1) To assess the effectiveness of the Family Hope Program (PKH) assistance in empowering the poor community in Marpoyan Damai Subdistrict, 2) To identify the obstacles faced in providing assistance for the Family Hope Program (PKH) in Marpoyan Damai Subdistrict. This study uses Sedarmayanti’s theory of effectiveness, which includes four indicators: Input, Process, Output, and Productivity. The research adopts a qualitative descriptive approach, utilizing field research methods (approaching the field through direct interviews). Data collection methods were carried out through observation, interviews, and documentation. The results of the study conclude that the role of the Family Hope Program assistants in Marpoyan Damai Subdistrict has been carried out but still requires further improvement, thus it cannot yet be considered effective. The identified obstacles include: residents' mindset, failure to update the latest data such as changes in family composition, and the difficulty of encouraging families benefiting from the Family Hope Program to undergo graduation despite their improved living standards.
