Good Environmental Governance dalam pengelolaan sampah di Kota Pekanbaru
This research is motivated by the increasing volume of waste in Pekanbaru City due to the high rate of urbanization and population growth. This condition demands a more effective, efficient, and sustainable waste management system in line with the principles of Good Environmental Governance.
The objective of this research is to analyze and explain good environmental governance in waste management in Pekanbaru City and to identify the challenges faced in implementing this concept. The theoretical framework used is Belbase's theory of good environmental governance, which includes seven indicators: rule of law; participation and representation; access to information; transparency and accountability; decentralization; institutions and organizations; and access to justice.
This research employs a qualitative method with a post-positivist approach. Data collection was carried out using triangulation techniques involving various sources, such as documents, interviews, and field observations. Informants included representatives from the Pekanbaru City Department of Environment and Hygiene, PT. BRS, academics, media, and the public involved in waste management. Research instruments included interview and observation guidelines to collect relevant data. The data were analyzed using an interactive data analysis model consisting of three stages: data condensation, data presentation, and conclusion drawing.
The main findings of the research reveal that waste management in Pekanbaru City has not yet adhered to the principles of good environmental governance. Several challenges were identified, including policy discontinuities in waste management, a lack of environmental awareness in public knowledge, attitudes, and behavior, and insufficient mass media outreach related to waste management.
The findings highlight the need to enhance the capacity and synergy among stakeholders to support sustainable waste management. The implications of this study include policy recommendations to strengthen the application of Good Environmental Governance principles, increase public awareness and participation, expand outreach through media, and provide adequate infrastructure and technology to ensure effective waste management.
