This research is motivated by the high volume of plastic waste in Pekanbaru City and the phenomenon of using plastic bags in everyday life. The purpose of this research is to find out the capacity and obstacles of Dinas Lingkungan Hidup dan Kebersihan in the Implementation of the Mayor's Regulation Number 6 of 2023 concerning Reducing the Use of Plastic Bags in Pekanbaru City. The theory used in the research is Christensen and Gazley's capacity theory with four criteria, namely human resources, financial, infrastructure, external. Researchers used descriptive qualitative research methods. The research data was obtained by conducting interviews, observation and documentation. From the results of this study, it can be seen that the Department of Environment and Hygiene in reducing the use of plastic bags has a small capacity. The capacity is in the Human Resources indicator to conduct socialization to shopping centers. The obstacles found are the lack of cooperation with other agencies, limited human resources to carry out supervision, community habits that are difficult to change and lack of public concern.
