Grand Design Strategi Pemberdayaan Ekonomi Masyarakat Berbasis Collaborative Governance Regime (Cgr) Di Kota Pekabaru Grand Design Of Community Economic Empowerment Strategy Based On Collaborative Governance Regime (Cgr) In Pekanbaru City
Pekanbaru City faces challenges in empowering the community's economy which involves the active involvement of various stakeholders. Even though there is potential for collaboration, the implementation of community economic empowerment programs, especially the UEK-SP program, is still not optimal. The main obstacles include unclear program information, lack of community participation in the formulation of regulations and policies and potential conflicts between stakeholders. To overcome these issues, a grand collaborative design is needed through the Collaborative Governance Regime (CGR) model, which involves the government, private sector, society, academics and mass media (penta helix).
The research method in this dissertation is exploratory qualitative research with a case study approach. The informants consisted of 21 informants from the government, private, community, academic and mass media sectors, with the determination of informants based on purposive sampling techniques in qualitative research.
The research results show that there are various challenges in implementing community economic empowerment programs in Pekanbaru, especially the UEK-SP program. There are a number of challenges such as low community participation in policy formulation, unclear information regarding the program, and limited resources in implementing the UEK-SP program. Analysis using the CGR model identifies five key dimensions that influence collaboration effectiveness, namely: system context, drivers, collaboration dynamics, collaboration actions, and collaboration outcomes. The application of the CGR model emphasizes the importance of synergy and trust between penta helix actors (government, private sector, community, academics and mass media), as well as continuous evaluation to ensure the positive impact of empowerment programs.
The conclusions of this research include the importance of strengthening local institutions, increasing synergy between stakeholders, and sustainability through regular program evaluation and monitoring. The proposed CGR model provides a new framework that focuses on vision integration and more structured collaboration. The main suggestions of this research include increasing community participation in decision making, diversifying resources, and involving the private sector and academics in program preparation and implementation. The Pekanbaru City Government is advised to facilitate a collaborative forum between penta helix actors, as well as develop sustainable policies based on the CGR model to effectively strengthen community economic empowerment.
