Pekanbaru Mayor Regulation No. 109 of 2022 concerning Death Benefits serves as the foundation for implementing a welfare program for underprivileged citizens who have lost family members. However, its implementation still faces several challenges, such as: the verification process not being clearly regulated by a Standard Operating Procedure (SOP), insufficient direct socialization of the program to the target community, and the registration of ineligible beneficiaries. This research is specifically focused on the implementation of the death benefit program. The research aims to describe, analyze, and identify the implementation of the death benefit program in Pekanbaru City, using Edward III's policy implementation indicators. This study employs a qualitative descriptive research method, with data collection techniques involving interviews, observations, and documentation. The challenges faced in the death benefit program include: a lack of direct socialization to the community, delays in completing the requirements, and insufficient screening of potential beneficiaries by field officers. Ineligible beneficiaries were found to have registered for the program. The research suggests the following recommendations: increasing direct socialization to the community, simplifying the registration requirements, increasing the amount of assistance, conducting training for field officers to screen potential beneficiaries, and providing operational vehicles for the verification team.
