Pola Komunikasi Dinas Tenaga Kerja Kabupaten Pelalawan Dalam Menyelesaikan Perselisihan Hubungan Industrial
The presence of numerous companies in Pelalawan Regency reflects the intensity of economic activities, particularly in the industrial sector. However, the high level of economic activity in Pelalawan also presents challenges, especially in industrial relations between employers and workers. Industrial disputes have become one of the recurring issues, given the significant economic interests and workforce dynamics in Pelalawan Regency. This research aims to analyze the communication patterns used by the Pelalawan Regency Manpower Office in resolving industrial disputes.
The study employs a descriptive qualitative method, with the research location at the Pelalawan Regency Manpower Office. Data were collected through interviews, observations, and documentation. The data analysis technique applied is the Miles and Huberman model, while the validity of the data was examined using source triangulation. The study involved the Manpower Office of Pelalawan Regency and representatives of employers and workers involved in industrial disputes in the area.
The findings reveal that the Pelalawan Regency Manpower Office mediates the resolution of industrial disputes. The communication pattern employed by the government with employers and workers/burden follows the wheel communication model. The mediation process by the Pelalawan Regency Manpower Office comprises several stages: preparation and initial information gathering, mediation opening, delivering explanations regarding industrial disputes, and drafting agreements.The communication pattern used by the government with employers adopts a two-way communication model, emphasizing messages related to legal regulations to ensure that employer actions toward workers comply with legal provisions. This approach also fosters empathy among employers for workers, encouraging more thoughtful consideration of decisions that might negatively impact workers. Similarly, the communication pattern used with workers also follows a two-way communication model, emphasizing the obligations workers must fulfill in terms of their duties and responsibilities in the workplace.
