Strategi Komunikasi Dinas Lingkungan Hidup Kabupaten Kampar Dalam Meningkatkan Kesadaran Masyarakat Untuk Membuang Sampah Pada Tempatnya
Kampar Regency is one of the regencies in Riau Province that experiences an increase in the amount of waste every year. The increase in waste cannot be separated from the actions of people who consume a lot but do not care about waste. Another factor that plays an important role in the generation of waste is the behavior of the community. Based on Kampar Regency Regional Regulation No. 06/2016, the Kampar Regency Environmental Service has the main task of assisting the Kampar Regent in determining policies in the fields of environmental impact control, waste, conservation, rehabilitation and environmental preservation. The Kampar Regency Environmental Service needs to improve communication to the community and of course this requires the right communication strategy in order to realize optimal communication goals. The purpose of this research is to find out the Communication strategy for the Kampar Regency Environmental Service to increase public awareness about disposing of waste in its proper place.
This research uses qualitative methods. The technique of determining research subjects uses purposive techniques in determining informants. The informants in this study amounted to 6 people, namely the Secretary of the Kampar Regency Environmental Service, employees of the Waste and Parks Division, Public Relations of the Kampar Regency Environmental Service, and 3 people from the community. The data collection techniques used were interviews, observation, documentation. To achieve data validity in this study, researchers used data source triangulation.
Based on the results of research that has been conducted by researchers, the results of research for the identification of the first problem are the communicator's strategy in increasing public awareness of littering is the Head of Service and Employees of the Kampar Regency Environmental Service. Communication messages conveyed in the form of informative and persuasive messages. The media used are social media and print media. The strategy of determining the audience is the people of Kampar Regency. the effect of this communication strategy is that the community experiences behavioral changes towards littering behavior. The obstacles of the communication strategy are obstacles to communicants and obstacles to the media and solutions to obstacles to communication strategies, namely inviting the public to get involved in environmental cleanup programs, further improving messages in print media and adding communicators from community leaders.
