Pengawasan Partisipatif Penyelenggaraan Pemilu 2024 di Kecamatan Kampar Kiri Hulu Kabupaten Kampar
This research is motivated by the dual voter list issue, the challenges of matching and verifying voter data (Coklit), the neutrality of civil servants (ASN), the recapitulation process, and the acceleration of vote collection results. Various election-related problems and phenomena observed during the 2024 election implementation in Kampar Kiri Hulu Subdistrict, Kampar Regency, include administrative violations, procedural breaches, and improper installation of campaign props (APK) and promotional materials (AP), such as posters, flags, banners, and streamers, which were placed in prohibited areas.
The objectives of this research are to analyze participatory supervision in the 2024 election implementation in Kampar Kiri Hulu Subdistrict, Kampar Regency, and to examine the factors that hinder participatory supervision of the election process. The theoretical concept used is participatory supervision theory by A. Dahl, which includes three indicators: transparency, independence, and participation. This study employs a qualitative research method, with data collection conducted through source triangulation.
The results of the study show that participatory supervision in the 2024 election implementation in Kampar Kiri Hulu Subdistrict, Kampar Regency, still faces various challenges. Regarding transparency, it was found that public access to information on election stages, the final voter list, and mechanisms for addressing violations remains suboptimal. Some residents reported difficulties in obtaining clear and detailed information about the election organizers. Identified obstacles include the geographical challenges of remote areas and villages categorized as hard-to-reach locations.
