Kinerja Penyuluh Lapangan KB Dalam Pelaksanaan Program Keluarga Berencana di Kabupaten Bengkalis
This research is based on the background of Bengkalis Regency only having a few PLKB to handle 11 sub-districts which causes counseling and socialization to seem slow, resulting in a lack of awareness among the community, especially women and couples of childbearing age, to understand the Family Planning (KB) program and participate in experiencing the benefits of the family program planning (KB).
The aim of this research is to identify the performance of family planning field instructors, inhibiting factors and the efforts made by family planning field instructors in implementing the family planning program in Bengkalis Regency. The theoretical concept used in measuring the performance of family planning field instructors in implementing the family planning program in Bengkalis Regency is the theory put forward by Bernardin and Russell proposing six primary performances that can be used to measure performance, Quality, Quantity, Timeliness, Cost Effectiveness, Need for Supervision, Interpersonal Impact.
The results of the research show that the performance of the Bengkalis Regency Population Control and Family Planning Service Field Instructors shows Quality of work, Quantity, Timeliness, Independence (Need For Supervision), and Work Commitment (Interpersonal Impact), in completing the task or work well. Factors inhibiting the performance of Family Planning Counselors consist of 2 factors, namely, internal factors: Ability, behavior and leadership, external factors, namely the poor response in the community to the Family Planning extension program and the lack of public knowledge about family planning. Efforts are being made to overcome the performance problems of Family Planning Program Instructors: improving the quality of officers, increasing cooperation, and providing education to the community.
