Sinergitas Stakeholder dalam Penerbitan Akta Kelahiran Anak dari Pernikahan Tidak Tercatat di Kabupaten Padang Lawas
This research background is motivated by the high number of Unregistered Marriages in Padang Lawas Regency, which has resulted in many children lacking birth certificates. A birth certificate is a vital document needed to access basic rights such as education and healthcare. However, limited coordination among stakeholders, complex procedures, and low public awareness are significant barriers to issuing birth certificates.
The purpose of this research is to analyze the synergy among stakeholders namely the Civil Registry Office (Disdukcapil), the Office of Religious Affairs (KUA), and the Religious Court in issuing birth certificates for children from unregistered marriages in Padang Lawas Regency. It also aims to identify the factors influencing this synergy.
This research uses a qualitative method with a phenomenological approach. Data were collected through in depth interviews, observations, and documentation studies with key informants from the relevant stakeholders. The results indicate that synergy among stakeholders is not yet optimal. Key barriers include a lack of coordination, overlapping regulations, and limited resources. Policies such as the Statement of Absolute Responsibility (SPTJM) have facilitated the process of issuing birth certificates but may reduce the urgency of Unregistered Marriages.
The research concludes that stakeholder synergy is crucial to enhancing service effectiveness. However, it requires better coordination, adequate resources, and comprehensive public outreach.
