Faktor-Faktor Yang Memengaruhi Minat Pekebun Kelapa Sawit Pola Swadaya Mengikuti Program Indonesian Sustainable Palm Oil (ISPO) DI Provinsi Riau
Independent oil palm farmers, who play a role as one of the actors in the upstream supply chain, have a crucial contribution in creating a coordinated supply chain system to address sustainability challenges and drive productivity improvements in the oil palm plantation sector. Global palm oil consumption accounts for 40 percent of the total vegetable oil consumption worldwide. The increasing demand for palm oil has fueled the expansion of oil palm plantations worldwide, particularly in Indonesia. In 2021, the total area of oil palm plantations was recorded at 16.83 million hectares, with a production of 45.12 million tons. The agricultural sector is increasingly raising awareness about environmentally sustainable activities. Indonesia is committed to sustainable agricultural management, particularly in the oil palm plantation sector. The Indonesian Sustainable Palm Oil (ISPO) is a concrete step taken by Indonesia in its efforts to manage sustainable oil palm plantations. However, the implementation of ISPO from 2011 to the present has fallen short of the government’s targets, especially for independent plantations.
The implementation of ISPO certification in independent plantations remains an issue that must be addressed by the government and relevant parties. The purpose of ISPO standards is to support the plantation industry in identifying and complying with applicable regulations, improving preparedness to face future market challenges, increasing the production of sustainable palm oil in the domestic market, strengthening product competitiveness, and preserving the environment. Indonesia’s commitment to developing sustainable oil palm plantations makes ISPO certification mandatory for smallholder oil palm farmers by 2025. The role of independent oil palm farmers is crucial in the oil palm industry in Indonesia, especially in Riau Province. Independent farmers contributed approximately 55.13 percent of the total Crude Palm Oil (CPO) produced in 2022. However, the participation of independent farmers in the ISPO program remains very low, necessitating further efforts to understand the factors influencing their willingness to participate in the ISPO program. Based on this, this study aims to analyze the behavioral intention of independent oil palm farmers to participate in the ISPO program. The study adopts a behavioral theory approach and uses SEM AMOS version 26 for analysis.
The results of this study indicate a significant positive effect of attitude and subjective norms on the behavioral intention of independent oil palm farmers to participate in the ISPO program. However, perceived behavioral control does not
have a significant direct effect on the farmers’ intention to participate in the ISPO program. Behavioral control is interrelated with attitude and subjective norms, so it can indirectly influence participation through its relationship with attitude and subjective norms.
