Kolaborasi Antara Dinas Pemberdayaan Perempuan Dan Perlindungan Anak (Dpppa) Dengan Kepolisian Dalam Pencegahan Dan Penanganan Kekerasan Seksual Terhadap Anak Di Kabupaten Indragiri Hulu
Cases of sexual violence against children in Indragiri Hulu Regency are a serious concern, with several cases of sexual violence recorded in a short period of time, showing an alarming increasing trend. This research aims to analyze and describe the collaborative process that was built between the DPPPA and the Indragiri Hulu District Police in overcoming sexual violence against children. The method used in this research is qualitative with a descriptive phenomenological approach. Data was collected through in-depth interviews and documentation. To analyze collaboration in this research, DeSeve's theory is used, which is divided into eight key aspects of successful collaboration, namely: a). Network structure, b). Commitment to a common purpose, c). Trust among the participants, d). Governance, e). Access to authority, f). Distributive accountability/responsibility,
g). Information sharing, h). Access to resources. The results of the research show that the collaboration between the DPPPA and the Police in preventing and handling sexual violence against children in Indragiri Hulu Regency has not run optimally, even though several indicators have been met, such as the structure of the collaboration network, the trust that has been built, the commitment of each institution involved, and have shared information with each other. However, this collaboration is also influenced by several factors that hinder the collaboration process, namely the form of collaboration accountability is limited to responsibility to each agency, the absence of common rules and SOPs in collaboration, and the inadequate availability of resources which causes governance to not run well. which can hinder the collaboration process. There is a need to increase the role of the private sector and academics as well as community awareness to strengthen commitment in efforts to prevent sexual violence against children in Indragiri Hulu Regency.
