A very significant increase in flooding occurred in Bangko District in 2024. Flooding in Bangkok sub-district has become a serious annual problem. This research aims to analyze and describe the effectiveness of the Public Works and Spatial Planning Service (PUPR) in handling floods and identify inhibiting factors. This research uses descriptive qualitative methods. Data collection techniques in this research were observation, interviews and documentation. Data analysis techniques used in this research are data reduction, data presentation, and drawing conclusions. This research uses Duncan's theory of Organizational Effectiveness with three indicators, namely Goal Achievement, Integration, Adaptation. The results of the research explain that the Public Works and Spatial Planning (PUPR) Department of Rokan Hilir Regency in handling floods has been effective in its drainage system program. They succeeded in designing and implementing a drainage program which included the construction of new drainage channels, rehabilitation of damaged drainage, and regular maintenance. This program aims to channel water more effectively into rivers, reduce inundation, and overcome flooding problems. However, there are several inhibiting factors in the implementation process, namely geographical conditions, budget limitations, and lack of public awareness
