The implementation of the policy of distributing subsidized fertilizer to the agricultural sector is a policy made by the government which aims to ease the burden on farmers in terms of purchasing fertilizer, for this reason the government issued a subsidized fertilizer policy. The background to this research is that many farmers still find it difficult to obtain subsidized fertilizer. The aim of this research is to see and explain how the distribution of subsidized fertilizer in Bungaraya District, Siak Regency is carried out, as well as to find any obstacles that hinder its implementation. This research uses a descriptive qualitative approach. With interviews, documentation and observation as data collection methods. This study uses Van Meter and Van Horn's theory, which has six indicators: Policy standards and targets, resources, communication between organizations, organizational characteristics, social, economic and political conditions and implementing attitudes. The results of this research indicate that the distribution of subsidized fertilizer in Bungaraya District, Siak Regency is less than optimal and is not running well. This is caused by several obstacles, including retail kiosks not including the HET price (highest retail price) for subsidized fertilizer, damaged packaging for subsidized fertilizer, fertilizer recipient data not registered in the RDKK system (definitive plan for group needs), internet access for the I-application. puberty is not good. , and data on the amount of subsidized fertilizer needed is not synchronized
