Kinerja Dinas Perumahan Rakyat Dan Kawasan Permukiman Dalampelaksanaan Bantuan Perbaikan Rumah Tidak Layak Huni Di Kota Dumai
This research aims to evaluate the performance of the Department of Housing and Settlements (Dinas Perumahan Rakyat dan Kawasan Permukiman, or Perkim) in Dumai City in implementing assistance for uninhabitable houses. The performance of this department is critical, given the high number of low-income residents in Dumai who need support to access adequate housing. This research uses a descriptive qualitative approach, with interviews, observations, and documentation as data collection techniques. The study focuses on organizational performance indicators according to Dwiyanto: productivity, service quality, responsiveness, responsibility, and accountability. The findings indicate that the performance of Dumai's Perkim Department in implementing RTLH (uninhabitable housing assistance) is fairly optimal, yet there are significant obstacles, such as limited budget, shortage of building experts, fluctuating building material prices, and unfavorable weather conditions. Additionally, the lack of annual updates to the RTLH data creates challenges in accurately targeting beneficiaries. Despite efforts made, there is still public dissatisfaction regarding the distribution of assistance, which is perceived as unequal. This study is expected to provide recommendations for Perkim in improving the effectiveness and efficiency of the RTLH assistance program implementation in Dumai City.
