Pelayanan Pendaftaran Dan Penerbitan Identitas Kependudukan Digital (IKD) Di Kota Pekanbaru
The implementation of Digital Population Identity (IKD) registration and issuance services in Pekanbaru City has not yet achieved the 25% ownership target set by the Directorate General of Population and Civil Registration, and there have been cases of fraud disguised as IKD activation services. This research aims to analyze the registration and issuance services for Digital Population Identity (IKD) in Pekanbaru City. The study uses a qualitative approach with a phenomenological method, involving interviews, observations, and documentation as data collection techniques, and analyzed using Bharata's theory with four indicators: service providers, service recipients, types of services, and customer satisfaction. The results of the study indicate that the public's understanding of the procedures and benefits of IKD is still low, while technical challenges such as application stability and device specifications are slowing the adoption of the service. User satisfaction has not been fully achieved, with a need for improvements in application performance and clearer guidance. The study recommends strategic steps to improve IKD services, such as enhancing technological infrastructure, particularly internet networks, to support the application more widely, increasing socialization and digital literacy education for the public, and integrating IKD with various public services such as health, education, and banking to create an integrated service system. The implementation of these steps is expected to accelerate the transformation of population administration services into more responsive, efficient, and inclusive systems. Thus, digital-based public services can have a broader impact and support the city's goals as a Smart City.
