Investment is a means to accelerate regional economic growth and improve the welfare of the people in the region. PT Riau Investment Development as a Regional-Owned Enterprise (BUMD) of Riau Province has a subsidiary company whose business is engaged in Generation, Distribution, Electricity and Energy.. The purpose of this research is to see how the accountability process in the management of this BUMD works. Qualitative research method with a descriptive approach. The data analysis technique uses the data triangulation method. The results of the study are that the local government has carried out the procedure well as a supervisor, but PT PIR has not carried out operational activities in terms of technical matters properly, causing an explosion and stopping its operations. The real condition of abandoned assets is utilized by individuals to carry out flattening without following legal procedures so that legal violations occur. The output of the Power Plant Development is the availability of electricity and an increase in the quantity of electricity in the Tanjung Rhu village area, while the outcome is that the area around where the Power Plant is built will experience a surge in economic activity.
