Implementasi Kebijakan Penataan Pedagang Kaki Lima Di Kawasan Pasar Atas Kota Bukittinggi
Pasar Atas is located in the center of Bukittinggi and is adjacent to the landmark tourist attraction of Bukittinggi. This market is often visited by tourists because it can be accessed from various vacation destinations such as Jam Gadang, Zoo and Fort de Kock Fort. This has led to the interest of street vendors to sell around this market. the high and unorganized growth of street vendors can cause problems. To overcome this, Regional Regulation Number 8 of 2014 concerning the Arrangement and Empowerment of Street Vendors has been implemented, with the main focus on regulating illegal street vendors. This effort aims to enable street vendors to sell in an organized and orderly manner in the Pasar Atas area. This study aims to analyze the real situation of the implementation of the street vendor arrangement policy in Bukittinggi City which has been carried out by the Bukittinggi City Government in the Pasar Atas area. The research method used is descriptive qualitative research with data collection techniques through interviews, observation and documentation. This research uses the theory of public policy implementation according to George C. Edward III which uses four indicators to answer the problem formulation, namely communication, resources, disposition and bureaucratic structure. From the results of the analysis of each indicator measuring the success of policy implementation, the results obtained from this study indicate that the implementation of the policy of structuring street vendors in the Atas Market area of Bukittinggi City can be said to have been implemented but not yet optimal. The inhibiting factors in this implementation are the arrangement of an ineffective organizational structure and lack of socialization, the number of street vendors from outside Bukittinggi City who refuse to participate in the socialization of the arrangement of street vendors and the lack of facilities for street vendors.
