Background and Objectives: Government, non-governmental organizations and organizations established by the government need to implement the program, including the Riau Province National Amil Zakat Agency (BAZNAS). The problem is that the distribution has not reached muzaki in remote areas, the lack of guidance for zakat recipients, the low level of zakat distribution and the high poverty rate. This study aims to analyze the process of formulating the implementation of the program for the distribution and utilization of zakat funds in Riau, to analyze the implementation of the program for the distribution and utilization of zakat funds in Riau Province, to find and recommend the most appropriate and appropriate implementation model for the distribution and utilization of zakat programs.. Materials and Methods: This research was conducted using qualitative research methods. Using informants/resources as information providers, research situations and conditions. The data used are primary and secondary. Data collection techniques are carried out by observation, interviews and documentation. While the analysis of qualitative descriptive data. Conclusion: From this research it will be known the implementation of the program for the distribution and utilization of zakat funds in Riau Province. Then find/recommend an implementation model for the distribution and utilization of zakat funds in Riau Province that is ideal and right on target, appropriate for use.
