Eco-Settlement Dan Strategi Komunikasi Lingkungan Dalam Penataan Permukiman Yang Ramah Lingkungan Di Bantaran Sungai Siak, Kota Pekanbaru =Eco-Settlement And Environmental Communication Strategies In Structuring Environmentally Friendly Residential Settlements On The Banks Of The Siak River, Pekanbaru City
The provision of adequate housing and settlements is a basic right for every individual that has been regulated in Law Number 1 Year 2011 concerning Housing and Settlements. The concept of eco-settlement is one of the basic concepts in the arrangement of housing and settlements which is the concept of an ecological place to live or reside, developed from the concept of sustainable development. This eco-settlemnet concept harmonizes three pillars, namely ecology, economy and social, supported by established institutions. A healthy and decent settlement is not only seen from the arrangement and physical development of the housing or settlement, but the attitude and environmentally friendly behavior of the settlers who live there is also very decisive. Environmentally friendly or conscious behavior is influenced by the perception of settlers about their environmental awareness. Furthermore, to shape the behavior of environmentally friendly settlers, it is necessary to establish an environmental communication strategy by applying appropriate persuasive communication. The purpose of this research is to describe the existing settlements on the banks of the Siak River based on the concept of eco-settlement with four indicators namely ecological, social, economic and institutional in the Siak riverbank area of Pekanbaru city, especially Pesisir Village, Kampung Dalam, Kampung Bandar and Kampung Baru. Furthermore, it analyzes the influence of settler characteristics (education and income) living in this research area on environmentally conscious perceptions and environmentally friendly behavior. Then this research intends to develop scenarios by applying environmental communication strategies to shape the environmentally friendly behavior of settlers in the riverbank area. The end of this research is to develop a model of environmentally friendly settlement arrangement in the riverfront city area of Pekanbaru city.
The research method applied is mixed method. Data was obtained through observation, interviews, documentation and questionnaires. Observations were conducted to describe the condition of houses based on healthy housing criteria for 120 housing units in the study area. Furthermore, questionnaires were distributed to 120 residents of the observed households, and each household was represented by one person. The questionnaire was used to measure settlers' perceptions of environmental awareness, which is predicted to be influenced by individual characteristics (education and income) and environmentally friendly behavior related to their residence, namely the house and the surrounding environment on the banks of the Siak River. Interviews were conducted to gather information related to observation data, existing conditions of settlements, and informant characteristics related to the media that are always used to find the information needed, environmental problems they face, information sources (communicators they trust). This is very important to develop the right environmental communication strategy in order to shape the environmentally friendly behavior of settlers in this research area.
The existing condition of settlements in the riverfront city area of Pekanbaru City, especially in the four villages that are the location of this research based on ecological aspects related to the place where settlers live, namely houses facing the river and those with their backs to the river. The position of the dominant house is facing the river, but there are still those that have their backs to the river with the back of the house above the river. To support economic activities in this area, markets, banks and cooperatives are available. Meanwhile, to support social and community activities, places of worship, public facilities and health facilities are available, although they are not evenly distributed across the four kelurahan. Settlement conditions based on eco-settlement criteria with several aspects, namely ecological, economic, social and institutional. In the ecological aspect, healthy houses are still low in number because the building density is quite high which causes low lighting in the rooms of the house, environmental road conditions, environmental drainage conditions, clean water, environmental waste management, fire protection systems, Green Open Space (RTH) and fire protection conditions.
Furthermore, the perception of settlers living along the Siak River towards environmental management is moderate. Settlers already understand that actions that are not in accordance with the environment such as throwing garbage into the river can cause pollution but do not do otherwise and settlers do not want to reprimand the perpetrators of throwing garbage into the river. This happens because most of the settlers dispose of garbage into the river. Settlers' perceptions of environmentally friendly behavior are not influenced by education and income characteristics. However, their perceptions, which are categorized as moderate regarding environmental management, affect their own environmentally friendly behavior. To shape the environmentally friendly behavior of the community, an environmental communication strategy can be applied by knowing the environmental problems that are always faced by settlers, namely the problem of garbage and house fires. Furthermore, determining communicators who can influence settlers because they can be the most trusted source of information and related environmental problems is the community leader in their neighborhood, namely the head of the RT / RW. The most effective media to convey messages related to environmental issues are face-to-face communication and behavioral examples or role models from their leaders. Furthermore, from the three research objectives previously described, an environmental structuring model can be developed by applying ecosettlement criteria and appropriate environmental communication strategies in order to create environmentally friendly residential settlements in the Siak Riverbank area of Pekanbaru City.
