The arrangement of population administration is an important part of the government's efforts in realizing an efficient administration system and supporting the effectiveness of public services. In its implementation, the government gives authority to the Population and Civil Registry Office to be able to manage the population administration properly.
This research aims to examine the implementation of population administration in Pekanbaru City in 2022. This thesis research uses a descriptive method with a qualitative approach, which collects data through interviews, observations, and documentation. This research was conducted at the Pekanbaru City Population and Civil Registration Office.
The problem in this research is that there are still residents who are not registered in the population database and there are still residents who do not have population documents. This happens because people do not report their identity to take care of the population documents.
In this thesis research, George Edward III's theory is used to say that there are four factors that affect the success or failure of an implementation, namely communication factors, resources, disposition, and bureaucratic structure.
The results of this research are that the Population and Civil Registration Office of Pekanbaru City as a whole from communication factors, human resources, disposition and bureaucratic structure are quite good in giving a positive impact on efforts to improve efficiency in population administration management both through digitalization and socialization. However, in the implementation, there are still obstacles, namely the lack of public understanding of the importance of population administration, resulting in the existence of residents who have not been registered in the population database due to not reporting their identity for recording KTP-el.
