Pola Komunikasi Pemberdayaan Oleh Dinas Perkebunan Indragiri Hulu Dalam Program Replanting Sawit Di Desa Kulim Jaya
Mandatory program initiated by the Plantation Service, the success of replanting implementation is highly dependent on effective communication between the Plantation Service, Village Unit Cooperatives (KUD), farmer groups and farmers. Replanting is a mandatory government program to increase the productivity of oil palm plants by rejuvenating oil palm plants that are 20-25 years old. The phenomenon of this research is seen from the aspect that this program is the first program carried out by the Indragiri Hulu Plantation Service so it is necessary to see how the communication pattern in the program is as evaluation material for this program in other areas. The purpose of this study was to analyze the communication pattern between the Plantation Service and farmers, Village Unit Cooperatives and farmer groups during the empowerment period in the replanting program in Kulim Jaya Village, to identify the communication channels used in the empowerment of the replanting program in order to achieve success, and to identify communication barriers experienced by the Indragiri Hulu Plantation Service in empowering the community by means of coaching or mentoring in the oil palm replanting program in Kulim Jaya Village.
This research method uses a descriptive qualitative approach with in-depth interview techniques with 9 informants using purposive sampling techniques, with interview data collection techniques, observation, and documentation. In analyzing the data the author uses the Miles and Huberman concept, namely data collection, data reduction, data presentation, and drawing conclusions. The data validity technique uses triangulation techniques.
The results of the study showed that the dominant communication patterns were wheel patterns and circular patterns. The communication channels used included direct or face-to-face communication, as well as communication using mobile phones to reach farmers who lived far away. However, several communication barriers were found in the implementation of this program. The main obstacle was the use of technical terms that were difficult for farmers to understand, which often required additional explanations by the farmer group administrators. In addition, geographical barriers also emerged because some garden owners lived outside the area so that communication was carried out through farmer group devices as intermediaries. This study emphasizes the importance of effective and adaptive communication patterns in supporting the success of the replanting program.
