Implementasi Kebijakan Peraturanwalikotanomor 38 Tahun 2022 Tentang Pekanbaru Investment Centre

The Pekanbaru Investment Centre policy aims to facilitate information about investment in the City of Pekanbaru, but there are still many issues in its implementation process. The purpose of this research is to analyze and describe the implementation of the Mayor's Regulation Number 38 of 2022 concerning the Pekanbaru Investment Centre. Additionally, it aims to identify the factors hindering the implementation of the Mayor's Regulation Number 38 of 2022 concerning the Pekanbaru Investment Centre using the policy implementation theory according to Van Metter and Van Horn. This research uses a qualitative descriptive method by collecting data through interviews, observations, and documentation. The results of this study indicate that the implementation of this policy has not been carried out effectively due to several shortcomings in various factors. The inhibiting factors include the limited human resources with investment competence, the lack of facilities and infrastructure, and technical constraints in the Online Single Submission (OSS) system. In addition, the fire incident at the Public Service Mall building also hindered the effectiveness of the Pekanbaru Investment Centre's services.
