This research was motivated by the large number of street children in Pekanbaru City. Then Pekanbaru City Regional Regulation Number 3 of 2023 was issued concerning the Implementation of Social Welfare, one of the focuses of which is the development of street children. This research aims to analyze and determine the implementation of the Street Children Development Policy in Pekanbaru City and the factors that hinder it. This research uses descriptive qualitative methods, with data collection techniques of observation, interviews and documentation. This research uses policy implementation theory according to Edward III in Subarsono (2021) with several factors, namely communication, resources, disposition and bureaucratic structure. The results of the research show that the communication carried out by the Social Service with related stakeholders is open communication which has gone quite well, however this communication has not gone according to what was expected so there are still complaints from the orphanage regarding the way the Social Service communicates the child development program. street. The human resources owned by the Social Service are sufficient, but budget resources are still considered insufficient. The disposition carried out by the Pekanbaru City Social Service and related parties can be said to be quite good, however it has not succeeded in reducing the number of street children in Pekanbaru City. The bureaucratic structure of the Social Service is quite good, but the SOPs implemented in the street children development program are not running optimally. There must be innovation regarding the techniques and types of training given to street children who receive guidance. The factors that hinder the implementation of street child development policies in Pekanbaru City are parents who don't care enough and children's mental factors that are difficult to change.
