Sumber Daya Dalam Implementasi Kebijakan Pencegahan Pemberantasan Penyalahgunaan Dan Peredaran Gelap Narkoba (P4gn) Di Kabupaten Indragiri Hulu

Reducing drug use and circulation requires adequate resources including human resources, information, authority and facilities, so that a strong commitment is needed for policy implementers, especially in Indragiri Hulu district. This study aims to analyze resources in the implementation of the Prevention of Drug Abuse and Illicit Trafficking (P4GN) policy in Indragiri Hulu Regency and its inhibiting factors. A qualitative descriptive approach is applied in this study to highlight the resources that support the implementation of the P4GN policy in accordance with the Regulation of the Minister of Home Affairs Number 12 of 2019 concerning the Facilitation of the Prevention and Eradication of Abuse and Illicit Circulation of Narcotics and Narcotic Precursors. Data collection techniques include observation, interviews and documentation. The results of the study show that human resources, information, authority and facilities are sufficient even though there are still obstacles in implementing the policy, the Indragiri Hulu Regency government can overcome this. The obstacle from resources in the implementation of the policy of prevention, eradication, abuse, and illicit circulation of drugs (P4GN) in Indragiri Hulu Regency is the limited budget to implement the policy.
