Peran Dinas Tenaga Kerja Dalampenempatan Tenaga Kerja Lokal Dikota Pekanbaru
Local workforce deployment is a strategic effort to improve community welfare and reduce unemployment. This study aims to analyze the role of the Pekanbaru City Labor Department in local workforce deployment based on Pekanbaru City Regulation No. 13 of 2018 on Local Workforce Deployment and Pekanbaru Mayor Regulation No. 159 of 2021. The analysis in this research uses the theories of Jim Ife and Frank Tesoriero (2014), which include four main roles: facilitative, educational, representative, and technical. This research uses a qualitaive phenomenological method, using data collection techniques such as observation, interviews, documentation, and literature review. The findings reveal that the Pekanbaru City Labor Department plays a crucial role in local workforce deployment through programs such as Job Fairs, Job Canvassing, and the SIMANJA application, as well as workforce training. However, challenges remain in terms of socialization, budget, and infrastructure. Limited personnel and workforce readiness are the primary obstacles, leading to a gap between company needs and the competencies of the local workforce. To overcome this challenge, it is necessary to optimize digital media, enhance community-based outreach, and strengthen collaboration with educational institutions and companies.
