Capacity Building Dalam Implementasi Program Peremajaan Sawit Rakyat (Psr) Secara Berkelanjutan Di Kabupaten Indragiri Hilir

Indragiri Hilir Regency is one of the strategic areas in the management of smallholder oil palm plantations. The decline in oil palm productivity due to old plants is a major challenge that affects the sustainability of the regional economy. The Smallholder Oil Palm Rejuvenation Program (PSR) is designed to increase productivity and desire with a capacity building approach for farmers and stakeholders. This study aims to analyze the capacity building process in the implementation of PSR sustainably in Indragiri Hilir Regency, identify challenges, and provide strategic recommendations. The research method uses a qualitative descriptive approach with data collection through interviews, observations, and documentation studies from stakeholders such as farmers, extension workers, and local governments. The results of the study indicate that the institutional capacity of GAPOKTAN has not been fully integrated with the concept of more advanced partnerships, so that access to capital, technology, and technical support is limited. In addition, the low ratio of the number of extension workers to villages hinders the delivery of optimal training and mentoring. However, the capacity building program through technical and managerial training has shown an increase in farmer competence, especially in the application of better and more efficient cultivation techniques. The conclusion of this study emphasizes the need for capacity building at three levels: system, institutional, and individual. Collaborative support from the government, private sector, and educational institutions is needed to ensure the PSR program's aspirations. This step not only ensures the success of the rejuvenation of smallholder oil palm plantations, but also has a positive impact on improving farmers' welfare and the sustainability of the regional economy.
