This research is motivated by Pekanbaru City Regional Regulation Number 4 of 2023 concerning the Implementation of Population Administration. Over the past year, problems have been found in its implementation, especially related to the lack of socialization through direct or offline meetings that affect public understanding and awareness in managing population administration. The purpose of the study was to determine the existing conditions of the Pekanbaru City community who do not yet have an e-KTP and to analyze the Level of Success in Implementing Pekanbaru City Regional Regulation Number 4 of 2023 concerning the Implementation of Population Administration. The theory used is Hogwood and Gunn's implementation theory, seen from the aspects of external conditions, resources, understanding and agreement in objectives. This study uses a descriptive qualitative method with data collection techniques through interviews, observations, and documentation. The results of this study indicate that the level of success of implementation has not been fully maximized, with the presence of people who do not yet have an e-KTP and factors that influence the level of success of implementation. It is hoped that the community will immediately take care of the e- KTP and realize the importance of population documents that function for legal status and compliance with regulations is very necessary for the convenience of population administration. And it is hoped that the Pekanbaru City Population and Civil Registry Service will increase socialization through direct meetings with the community, not only through social media or online, but also by conducting mobile services or routine announcements in public service rooms.
