Implementasi Aplikasi Sistem Informasi Pengendalian Karhutla Riau (Sipakar) Oleh Badan Penanggulangan Bencana Daerah (Bpbd) Provinsi Riau Tahun 2021-2024
Forest and land fires (Karhutla) are a critical issue in Indonesia, including in Riau Province, and have caused significant losses for the community. Therefore, in accordance with the mandate of Government Regulation Number 38 of 2017 on Regional Innovation and The Governor Regulation of Riau Province Number 11 of 2018 on the Implementation of Electronic Government (e-government) in the Riau Provincial Government, the Riau Province BPBD (Regional Disaster Management Agency) has also innovated in controlling Karhutla through e-government with the SIPAKAR Application. This study aims to provide a detailed description of the implementation of e-government by the Riau Province BPBD in addressing the dangers of Karhutla through the use of the SIPAKAR Application between 2021 and 2024.
This research uses a qualitative approach and data collection techniques through interviews and documentation. The data analysis techniques applied include data reduction, data presentation, and drawing conclusions. The theory used as the main reference in this research is Indrajit's theory related to e-government. In this theory, the success of e-government implementation is assessed through a series of elements, namely support, capacity, and value.
The research findings show that the implementation of the SIPAKAR Application by the Riau Province BPBD in addressing Karhutla from 2021 to 2024 has continued to be developed for optimal results. However, the implementation of the SIPAKAR Application still faces several challenges and obstacles, which are interconnected with the elements of the theory such as support, capacity, and value. Nevertheless, the Riau Province BPBD has made efforts to involve several parties to participate in the use of the SIPAKAR Application, both in government-to-government interactions, such as the involvement of the Riau Province Environment and Forestry Service, and government-to-citizen interactions, such as the communities of Destana Bukit Batrem Village and Mundam Village, Dumai City.
