Kinerja Dinas Perkebunan Dan Peternakan Dalam Penyaluran Bibit Kelapa Sawit Di Kabupaten Pelalawan
The distribution of oil palm seedlings by the Plantation and Livestock Service of Pelalawan Regency is carried out through three patterns: free, subsidized, and commercial. However, in the implementation process, there are several issues, such as the distribution realization not meeting the target, effective distribution only through the subsidy pattern, and the low purchasing power of the community. This research aims to analyze the implementation performance and identify the factors that hinder the palm oil seedling distribution program. The method used in this research is qualitative with a descriptive approach. Data collection techniques were carried out through observation, interviews, literature study, and documentation. The organizational performance theory from Sinambela is applied using performance indicators that include productivity, responsiveness, responsibility, and accountability. The research results indicate that the implementation of palm oil seed distribution has not been optimal based on those indicators. There are several inhibiting factors, including human resource management, the condition of the seedlings not meeting specifications, and land verification conducted by the community.
