Background and Objectives: E-Governmentknown as an effort to develop electronic-based governance that organizes management systems and work processes in the government environment by optimizing the use of information and communication technology. Rokan Hulu Regency, one of the regencies in Riau Province, has adopted various technology-based innovations to improve public services, especially through the Investment and One-Stop Integrated Service Office (DPMPTSP). This study aims to identify the challenges of DPMPTSP in providing e-government-based public services, analyze the factors that influence public trust, develop a comprehensive e-government implementation model. This study uses a pragmatism approach with mixed methods (quantitative and qualitative). Data collection techniques include questionnaires, observations and interviews. This study is located in Riau Province, especially at the Investment and One-Stop Integrated Service Office of Rokan Hulu Regency. Conclusion: This study shows that the e-government service of DPMPTSP Rokan Hulu Regency has many positive aspects, but there are two main challenges that require more attention, namely System Quality and Perceived Privacy & Security. In addition to technical challenges in the System Quality aspect, non-technical issues such as data security and privacy are also major concerns in increasing public trust. In the System Quality aspect, technical obstacles such as low system reliability, server disruptions, and limited information and communication technology (ICT) infrastructure are significant obstacles to service effectiveness. Therefore, strategic solutions are needed such as increasing infrastructure capacity, technical training for staff, and ongoing system maintenance. Meanwhile, in the Perceived Privacy & Security aspect, public concerns about data security are an important issue that affects the level of public trust. To overcome this, steps need to be taken such as increasing transparency in data management, protecting user privacy, and strengthening the security system through periodic audits and the implementation of the latest encryption technology.
