Desain Kebijakan Pelayanan Wisata Medis Di Kabupaten Siak = Policy Design For Medical Tourism Services In Siak District
Background and Objectives:Tourism can be integrated with health services through the concept of medical tourism. The Government of the Republic of Indonesia through the Ministry of Health has begun to develop medical tourism as a strategic step to improve the competitiveness of domestic health services. Medical tourism can be a new breakthrough in increasing regional income through tourism. Medical tourism also becomes a new form of public service that can increase the attractiveness in Siak Regency. For this reason, a policy design is needed to realize medical tourism as a new form of tourism and new public service. The policy must consider various aspects, such as regulations of the Minister of Health, immigration regulations, tourism promotion, human resources and supporting infrastructure. In addition, the policy design must also consider the social and economic impacts on the local community. This study aims to analyze and explore the potential for developing medical tourism services in Siak Regency and construct a medical tourism service policy design in Siak Regency. This study uses a post-positivism paradigm, namely research that uses a subjective way of thinking. Subjective truth depends on the context of value, culture, tradition, habits, and beliefs. Data collection techniques include documentation, archival recordings, observation, interviews and physical devices. This study is located in Riau Province, especially in Siak Regency. Conclusion: This study shows that the policy design is composed of elements of problem identification, agenda setting, policy instruments, policy alternatives, policy implementation and policy evaluation starting from: First, problem identification and agenda setting reviewed from the dynamics of medical tourism development, including: medical service standards, regulatory support in medical tourism, transparency of health insurance costs and coverage, continuity of care, and marketing of medical tourism destinations. Second, policy instruments and alternative policies for medical tourism development which include: evaluation and mapping of needs, development of policies and regulations, medical infrastructure and technology, patient services and post-service experience management, research and development (R&D), and promotion and marketing. Third, policy implementation and evaluation of medical tourism development policies which include: participation, empowerment and partnership.
