Strategi Pengembangan Kelurahan Berbasis Epdeskel (Evaluasi Perkembangan Desa/Kelurahan) Di Kelurahan Tebing Tinggi Okura Kecamatan Rumbai Timur Kota Pekanbaru

The strategy of Kelurahan Tebing Tinggi Okura in winning the Village Development Evaluation Competition (epdeskel) in 2023, namely increasing human resources, developing the MSME and tourism sectors, and providing and monitoring basic health services. According to the Minister of Home Affairs Regulation No. 81/2015 on the Evaluation of Village and Village Development, the assessment indicators are in the fields of governance, territoriality, and society. However, this victory raises issues related to the suitability of the assessment results with the actual conditions in the field, which has an impact on the sustainability of the strategies implemented. It is important for urban villages to have a development strategy that not only reflects formal achievements but also addresses community needs in a sustainable manner. This research aims to assess the strategies implemented for neighborhood development with reference to the results of the epdeskel assessment, as well as ensuring they are relevant and sustainable. This research uses descriptive qualitative research. Data collection techniques are through interviews, observation, and documentation. Data analysis techniques are data collection, data condensation, data presentation, and conclusion drawing. The theory used is Geoff Mulgan's government strategy, which includes 5 (five) main indicators, namely purpose, environments, directions, actions, and learning. The results showed that the strategies that have been implemented by Tebing Tinggi Okura Village have not fully focused on Mulgan's theoretical indicators. Review and improvement are needed to improve the sustainability of the strategy according to community needs and local potential. Then there is a mismatch in the results of the 2023 epdeskel in the fields of government, territoriality, and society.
