Komunikasi Pemberdayaan Komunitas Rumah Tenun Kampung Bandar Oleh Stakeholder Untuk Melestarikan Budaya Lokal Di Kota Pekanbaru
The Kampung Bandar Weaving House is a center for the production of traditional woven fabrics located on Jalan Perdagangan, Kampung Bandar Village, Senapelan District, Pekanbaru City. The Kampung Bandar Weaving House is not only a place for the production of woven fabrics but also a natural heritage site with high cultural and historical value. As a heritage site, the Weaving House serves to preserve local wisdom and stands as a symbol of the traditional weaving culture that has been passed down through generations in Kampung Bandar. The role of Bank Indonesia and the Tourism and Culture Department of Pekanbaru City is crucial in the empowerment process through planning, implementation, and evaluation of communication strategies. The purpose of this research is to analyze the community empowerment communication carried out by stakeholders (communicators) to preserve local culture. Additionally, this research aims to analyze how stakeholders design messages to empower the Kampung Bandar Weaving House community in preserving local culture. Furthermore, the research will also analyze the feedback from the Kampung Bandar Weaving House community on the empowerment efforts made by the stakeholders. Lastly, this research aims to analyze the communication channels used in empowering the Kampung Bandar Weaving House community to preserve local culture.
The research method used is qualitative, employing descriptive analysis and data collection techniques through interviews, observations, and documentation. Using the ACTORS theory approach, this study highlights the importance of effective and participatory communication between stakeholders, such as the Department of Culture and Tourism and Bank Indonesia, in empowering the Rumah Tenun community.
The research results indicate that empowerment communication is carried out through various activities, such as cultural events, seminars, workshops, and the promotion of woven fabric products at national events. The planning phase begins with a situational analysis to understand the community's socio-economic conditions, followed by a survey conducted by Bank Indonesia (BI) to design empowerment strategies. During the implementation phase, promotion through social media and collaboration with local influencers are utilized to enhance visibility, with active community participation in promotional efforts. Monitoring is conducted by BI and the Tourism Office to assess program effectiveness, although not all stakeholders systematically carry out supervision. The evaluation focuses on innovation and the sustainability of Rumah Tenun's cultural heritage, including meetings with BI to discuss further development. The research findings highlight that communication plays a crucial role in sustaining local culture, despite challenges in stakeholder coordination.
