Model Komunikasi Persuasif Dinas Lingkungan Hidup Dan Kebersihan Dalammensosialisasikan Perda No.11 Tentang Tertib Lingkungan Di Tembilahan
The lack of public awareness of the importance of a clean environment means that trash is scattered in various places, even in places where it shouldn't be such as public roads and gutters. Not only does garbage have a negative impact on health, it can also cause disasters such as floods. The purpose of this research is to analyze Applebaum and Anatol's persuasive communication model used by DLHK in socializing local regulation No. 11 concerning environmental order and identify obstacles faced in the socialization process.
This research uses descriptive qualitative method. The informants in this study consisted of 9 informants who were selected through purposive and accidental. Data collection techniques in this research are through interviews, observation, and documentation. With data analysis techniques using the Miles and Huberman method. The data validity checking technique used is source triangulation.
The results showed that Applebaum and Anatol's persuasive communication model used by the Department of Environment and Hygiene of Indragiri Hilir Regency in conducting socialization consisted of several main elements, namely the source, the source chosen must be credible based on the principles of ethos, pathos, and logos. Message, the message delivered is divided into two, namely planned messages such as messages delivered through the media and unplanned messages, namely messages delivered during socialization in the field. Media, the media used are social media such as Instagram and Facebook, printed media such as banners placed at several strategic points and Websites as official information. Socialization time includes hours and days, socialization takes place during CFD on Sundays at 08.00, while the RT level is determined through deliberation. Environment, the implementation of this system has a positive impact on the natural, artificial and social environment. Meanwhile, the barriers to socialization are divided into implementation barriers and communication model barriers. Implementation barriers include uneven community participation and limited time and space. Communication model barriers include interactional communication that tends to be one-way without optimal feedback, and transactional communication that experiences message distortion due to differences in background and understanding between the communicator and the community.
