ABSTRACT: Community welfare needs to be improved in order to form an independent society and able to adapt to environmental changes. The improvement of welfare can be done through the Corporate Social Responsibility (CSR) program. CSR is one of the strategies in the development of community empowerment in Indonesia. PTPN IV Regional 3 implements a Partnership Program to support the development of Rumbio Jaya Steel MSEs in Teratak Village, Rumbio Jaya District, Kampar Regency with the aim of improving the skills and welfare of the community, especially blacksmith entrepreneurs in the region. This study aims to find out and analyze empowerment communication carried out in improving community welfare through the PTPN IV Regional 3 Partnership Program.
The research method used is a qualitative descriptive method with data collection techniques focusing on interviews, supported by observation and documentation to strengthen the data collected. The informants in this study were selected using the purposive technique, consisting of 6 people. The data was analyzed using the Miles and Huberman model, which included data reduction, data presentation, and conclusion drawn. The validity of the data was checked through extended observation and triangulation.
The results of the study show that empowerment communication in this partnership program includes three empowerment strategies, namely Empowerment through Planning and Policy, Empowerment through Social and Political Action, and Empowerment through Education and Awareness Growth. Empowerment through planning includes technical training to improve iron production skills and the provision of advanced tools. Empowerment through social action can be seen from the cooperation between PTPN IV Regional 3 and local governments such as the Industry Office to support the development of the blacksmith business. Meanwhile, empowerment through education and awareness growth involves additional training to improve the skills of the Rumbio Jaya Steel group.
