Kebijakan Penanggulangan Bencana Banjir Di Kabupaten Rokan Hulu.
Rokan Hulu Regency is an area near the Rokan River where natural disasters such as flooding due to the overflow of the Rokan River often occur. The main objective of this study is to analyse and describe the flood disaster management policy in Rokan Hulu Regency, which occurs almost every year. This research uses the theory of Thomas B. Smith which includes four main indicators in policy implementation, namely idealised policy, target groups, implementing organisations and environmental factors. The method used in this research is a descriptive qualitative research method with data collection techniques through interviews, observation and documentation. The findings of this study are that the disaster management policy is included in the Regional Regulation No. 5 of 2023, but its implementation is not optimal. The main inhibiting factors include inadequate facilities and infrastructure, community and socialisation has not reached all levels of society. This research aims to improve the institutional capacity of the BPBD, community education and strengthening coordination between different organisations as strategic steps to achieve a more effective and efficient implementation of the disaster management policy.
