Peran Stakeholder Dalampengembangan Kampung Wisata Di Kelurahan Tebing Tinggi Okura Kota Pekanbaru
The development of the tourism sector plays a crucial role in national development while also preserving cultural heritage and local wisdom. This study aims to analyze the role of stakeholders in the development of Kampung Wisata in Tebing Tinggi Okura, Pekanbaru, which is based on natural, cultural, artificial, and creative economy attractions. The analysis is conducted using the role theory of Biddle and Thomas in Sarwono (2014), which includes four indicators: individuals involved in social interactions (social participants), behaviors that emerge in these interactions (participant behavior), the position of individuals within these behaviors (participant position), and the relationship between individuals and behaviors (role relations). This research employs a qualitative phenomenological method with data collection techniques including observation, interviews, and document studies. The findings reveal that the role of stakeholders, particularly in empowering cultural communities and local creative economy actors, remains very limited. As a result, Kampung Wisata Okura is highly dependent on the attractiveness of the Taman Bunga Impian Okura tourist attraction. The main challenges in developing this tourist village include budget constraints and the absence of specific regulations governing the development of tourist villages in Pekanbaru. This study recommends the need for a more optimized policy framework and budget support to enhance the role of stakeholders, particularly in empowering cultural communities and the creative economy, to ensure the sustainable development of Kampung Wisata Okura.
