ABSTRACT
Employment remains a critical issue in Indonesia, including in Rokan
Hulu Regency, where the absorption rate of local labor remains relatively low
despite the existence of regional regulations intended to address the problem.
Regional Regulation Number 9 of 2017 was enacted as an initiative by the Rokan
Hulu Regency Government to promote the empowerment and optimal placement
of local workers. This study aims to examine the practical implementation of the
regulation and to identify the inhibiting factors that hinder its effectiveness in
practice.
This research employs an empirical legal method with a qualitative
approach. The study is centered in Rokan Hulu Regency, particularly focusing on
the Office of Cooperatives, SMEs, Transmigration, and Manpower, as the primary
implementing agency. Data were collected through in-depth interviews with
relevant officials, direct field observations, and a comprehensive review of legal
documents and supporting literature. The analysis focuses on evaluating the
effectiveness of the regulation through the lenses of policy accuracy,
implementation accuracy, and target accuracy, as informed by theories of legal
effectiveness and public policy.
The findings indicate that, substantively, Regional Regulation Number 9 of
2017 addresses key aspects of local labor empowerment. However, its
implementation has not been fully effective due to weak oversight following the
delegation of supervisory authority to the provincial level, low compliance by
companies with job vacancy reporting obligations, and inadequate coordination
among stakeholders. Moreover, insufficient infrastructure and human resources
further constrain its execution. The study recommends a thorough evaluation of
the reporting and supervision mechanisms, along with institutional strengthening
at the regional level
