Tingkat Kepuasan Nelayan Terhadap Pelayanan Jasa Tambat Labuh Di Pelabuhan Perikanan Samudera (PPS) Belawan
Belawan Ocean Fishing Port (PPS) is one of the type A fishing ports that has a vital role in supporting capture fisheries activities in North Sumatra. One of the primary services provided is mooring services. However, the condition of facilities such as docks and water depths that are not optimal has the potential to reduce service quality and affect fishermen's satisfaction. This study aims to determine fishermen's satisfaction with mooring services at PPS Belawan. The research was conducted in March-April 2025 using a quantitative survey method by distributing questionnaires to 41 fishermen respondents selected by purposive sampling. The data were analyzed using the Customer Satisfaction Index (CSI) and Importance Performance Analysis (IPA) methods. The results showed that the CSI value was 87.14%, which was classified in the "very satisfied" category. IPA analysis shows that 10 attributes are in quadrant B (achievement priority), one attribute is in quadrant A (top priority), namely the condition of mooring facilities that have not been optimized, and two attributes are in quadrant D (excessive). These findings indicate that, in general, mooring services have satisfied fishermen. Still, improvements to physical infrastructure such as docks, fenders, and water depths are a top priority to maintain operational sustainability and improve the quality of port services.
