Inovasi pemerintahan dalam program kunjungan rumah masyarakat hidup sehat (kurma manis) oleh dinas kesehatan kota pekanbaru tahun 2023

The central and regional governments are responsible for regulating and implementing public health programs, including formulating innovative health policies and programs. Through the Health Office, the Pekanbaru City Government has created an innovative program called the Healthy Living Community Home Visits (KURMA MANIS) to facilitate access to healthcare services. This study aims to analyze government innovations in the Healthy Living Community Home Visits (KURMA MANIS) program implemented by the Pekanbaru City Health Office in 2023.
This study uses a descriptive qualitative approach. The methods used include interviews with Pekanbaru City Health Office staff, the Kurma Manis call center, the Kurma Manis Team, neighborhood associations (RT/RW), and the community. In this study, the theory used as a reference is the Theory of Government Innovation proposed by Andirana Alberti and Guido Bertuci. In this theory, Andirana Alberti and Guido Bertuci explain that the assessment of government innovation is based on the Decentralization of Services and Service Monitoring, Utilization of Cooperation, Citizen Involvement, and Utilization of Information and Communication Technology.
The research results show that the role of government actors is crucial to the success of program implementation through four key indicators of government innovation. First, in terms of service decentralization and service monitoring, the government grants full authority to community health centers (Puskesmas) to implement programs autonomously in accordance with technical guidelines. Second, in terms of utilizing cooperation, the Health Office has successfully built collaboration with various stakeholders, particularly government agencies, although this needs to be expanded to the non-government sector. Third, citizen involvement is reflected in the community's enthusiasm in utilizing services, although the number of users still varies, requiring a socialization strategy. Fourth, the use of information and communication technology plays a crucial role in accelerating service access and coordination between actors, through call centers, emergency call 112, and WhatsApp Groups.
