This study aims to reconstruct the development progress of Rokan Hilir Regency during the leadership of Regent H. Annas Maamun (2006–2014). The research was conducted in Bagansiapiapi, the capital city of Rokan Hilir, using a historical method with a qualitative descriptive approach. Data collection techniques included observation, interviews, documentation, and literature study. The findings show significant improvements in government infrastructure, regional economic growth, educational access, and social cohesion among ethnic groups. One of the major achievements was the transformation of Batu Enam into an integrated government center and the cultural preservation efforts seen in the Bakar Tongkang Festival. This study contributes to local historiography and provides a foundation for future culture-based development policy.
