This research is motivated by digitalization in public services in the era of the industrial revolution 5.0 has resulted in fundamental changes in the way public services in Indonesia. With the development of technology, aspects of human life have undergone rapid changes that have led the government to restructure all areas of state administration known as transformation. This transformation involves shifting from manual or conventional ways to digital systems. This is particularly relevant for the public service sector organized by the government. These technological developments have resulted in the launch of online programs that provide various types or models of public services. This research analyzes the implementation of digital-based public service transformation through the Digital Population Identity (IKD), which was launched by the Ministry of Home Affairs at the end of 2022.
This study aims to analyze how the implementation of digital-based public service transformation in population administration services in Pelalawan Regency and identify inhibiting factors in the application of public service transformation in the form of Digital Population Identity (IKD). This research uses the theory of digital transformation according to Nastia 2024 to determine accessibility and inclusiveness, digital literacy, cultural and organizational changes, public awareness. This research uses qualitative research methods that are phenomenological in nature with a case study approach using data collection techniques through interviews, observation and documentation.
The results of this study indicate that the transformation of public services through digital population identity in the Pelalawan Regency Disdukcapil has not run optimally or has not been successfully implemented by Disdukcapil. The results of the analysis show the findings in the field that the impact of the implementation of digital transformation shows results that are not optimal, this is reflected in the percentage of IKD activation. Then the obstacles experienced in the implementation of transformation in Pelalawan Regency are limited community accessibility, especially in areas that have not been reached by a stable internet network.
