The digital era is growing rapidly, and numerous activities can now be performed through mobile applications. One such application is PLN Mobile, launched by PT PLN (Persero), a state-owned company. Although various applications support online electricity payments, PLN Mobile stands out due to its comprehensive features, catering to all electrical services required by customers. These features include prepaid and postpaid electricity payments, meter recording, new electricity installations, power upgrades and migration, temporary connections, payment simulations, and pulse and bill payments
The present study employs a descriptive qualitative methodology. The selection of informants was executed through the implementation of a purposive technique. A total of six informants were identified. The data collection techniques employed in this study encompassed observation, interviews, and documentation. The triangulation technique was employed to examine the validity of the data in this study. This technique combines three data collection techniques: non-participatory observation, in-depth interviews, and documentation. The subsequent analysis entailed a reduction of the data, its presentation, the formulation of conclusions, and the verification of the data. The results of this study indicate that the communication strategy of PT
PLN (Persero) Riau and Kepri Distribution Unit in increasing the number of PLN Mobile app users uses Philip Lesly's Planning Model with the main components being Organization and Public. The Organization stage consists of Analysis and Research, Policy Formulation, Program Implementation Planning, Communication Activities, while the public stage consists of Feedback and Evaluation. The objectives set are to increase the number of PLN Mobile app users and ensure the sustainability of the PLN Mobile app usage.
