Komunikasi inovasi pelayanan publik dalam aplikasi identitas kependudukan digital (ikd) dinas kependudukan dan pencatatan sipil kota pekanbaru
Digital transformation in public services has become an essential aspect of achieving effective governance. One example is the implementation of the Digital Population Identity (IKD) by the Department of Population and Civil Registration (Disdukcapil) of Pekanbaru City. However, public adoption remains low due to limited digital literacy and suboptimal innovation communication. This study is grounded in Rogers’ Diffusion of Innovation theory, which emphasizes four key elements: innovation, communication channels, time, and social systems.
This research employed a qualitative descriptive approach. Data were collected through observation, semi-structured interviews with Disdukcapil officials and IKD users, and documentation. The data were analyzed using Miles and Huberman’s interactive model, which includes data collection, reduction, display, and conclusion drawing. Data validity was ensured through source triangulation and member checking.
The findings reveal that the diffusion of IKD in Pekanbaru still faces significant challenges. The main obstacles are the public’s limited understanding, low digital literacy, and misconceptions about the application’s function. Interpersonal communication channels, such as direct socialization by officers and community leaders, proved more effective than social media, which tended to reach only certain groups. Adoption time varied according to education level, age, and individual needs, while social systems—including neighborhood leaders, school principals, and lecturers—played a decisive role in either accelerating or hindering acceptance. Overall, the success of IKD depends not only on technological sophistication but also on clear, persuasive, and contextually appropriate two-way communication. Therefore, this study concludes that strengthening community-based innovation communication is the key to ensuring that digital public service innovations are widely adopted and bring tangible benefits to society.
