Implementasi kebijakan penyelenggaraan perlindungan anak di kabupaten kepulauan Meranti
The implementation of child protection is an effort carried out by the government, society, families, and other related stakeholders to ensure the fulfillment of children’s rights and to protect them from violence, exploitation, neglect, and other forms of mistreatment. This study aims to analyze how child protection policies are implemented and to identify the factors that influence their success. The research method employed is descriptive with a qualitative approach. The theoretical framework is based on Ripley and Franklin’s policy implementation model, which consists of three indicators: compliance, routine smoothness, and implementor performance. The findings reveal that although child protection policies in Kepulauan Meranti Regency have been carried out in accordance with Regional Regulation Number 2 of 2016, several challenges remain. The main inhibiting factors include the limited capacity of officers in delivering outreach programs, the low awareness of the community in reporting child abuse cases, and the reluctance or fear among the public due to limited knowledge of children’s rights and reporting procedures.
